Is done with software, there is a framebuffer(the road area after the parallax backgrounds)where is drawn by the cpu on a pixel by pixel (really a byte = two pixels) based rendering.

Looks good, I'd like to ask one question, though: how are you achieving "Mode 7" on Sega Genesis hardware?

I think the speed difference between two parallax layers is a bit too much to the point where it looks distracting.
If you ever need pixel art for this - hit me up! I have a lot of experience working within Genny restrictions.
Maybe is too fast? I could change to half speed both layers.
